Scott Miller, a Client Manager, is a key member of Tetra Tech’s air compliance practice. He provides air quality, energy, and other environmental compliance services at landfill, industrial, and commercial sites. He has managed or has been a key team member in many complex air permitting, air quality modeling, energy projects, and greenhouse gas assessments. His air quality technical experience includes addressing federal, state, and local compliance issues, performing complex dispersion modeling to address chemical-fate transport, conducting emission inventories to detect and verify emissions sources, and permitting sources. His energy consulting services include strategic energy planning, communicating latest industry developments, developing energy databases, performing financial analyses, and other technical tasks. His project management experience includes proposal writing, marketing, and mentoring staff.
Mr. Miller manages projects, negotiates with regulatory agencies, writes proposals, protocols, and technical reports, and establishes and adheres to budgets. He has a demonstrated expertise in managing resources to ensure that appropriate channels of communication exist and identifies the most appropriate personnel for task management.
Mr. Miller is extensively experienced in: writing air-construction permit and Title V permit applications for landfill sites; developing New Source Performance Standards reports, developing project-specific emissions calculations and tracking models, interpreting and communicating complex regulations, and analyzing control equipment options. Mr. Miller also is a company expert in air modeling and has performed numerous complex air modeling projects using AERMOD and AERSCREEN.
