Mark J. Cuilla, EIT, CPM is the Title V Permitting Chief for the North Carolina Division of Air Quality. In addition to being the current Permitting Chief, in his 32 years with the Division, he has worked as Rules Development Engineer, Title V Permit Engineer, Air Quality Analysis Branch Supervisor, and Title V Supervisor. He has a BS in Mechanical Enginering from North Carolina State University and is a NC Certified Public Manager. Mark was a recent recipent of the 2025 Distinguished Employee Award for the Department of Enviornmental Quality.
