Dr. Po-Yao Kuo, currently serves as the Principal Researcher at the Research Center for Resource & Environment of the CTCI Foundation, Director of the Taiwan Green Productivity Foundation, and Director of the Taiwan Association of International Intellectual Property and Technology Law. As a respected expert on international carbon markets (ETS), carbon taxes, carbon border adjustment mechanisms (CBAM), and climate governance in Taiwan, he specializes in their regulatory frameworks, policies, and impacts on carbon emissions reductions and competitiveness of energy-intensive industries. Due to his expertise, he was invited to lecture on international ETS and CBAM in the "Greenhouse Gas Inventory Capacity Building Program" launched by Taiwan's Ministry of Environment's National Environmental Research Academy (NERA) in 2024. He has consistently focused on a range of critical energy and emissions issues, such as energy security policies, renewable energy policies, nuclear energy policies, strategies for energy efficiency and carbon emissions reductions, the development of energy-saving and carbon-reducing technologies, lifecycle assessments for vehicle energy use, greenhouse gas emission and air pollutant emission.
Dr. Kuo holds a Ph.D. in Environmental Engineering from North Carolina State University. His past professional experience includes the following positions: Director of the Research Center for Environment & Economy at the CTCI Foundation, Deputy Director and Section Manager at the Research Center for Energy and Industry at the CTCI Foundation, and the Assistant Research Fellow at the Chung-Hua Institution for Economic Research. Dr. Kuo has also held positions as a Senior Specialist in the Office of the Minister without Portfolio within the Executive Yuan (Cabinet) and as an Associate Research Fellow in the Sustainable Development Division of the National Policy Foundation in Taiwan.
